Louisiana Power & Light Company Docket:

Waterford 3 Steam Electric Station Operating License: NPF-38 During an NRC inspection conducted on March 21-25, 1988, a violation of hRC requireiaents was identified.
The violation inv.nlved failure to follow an emergency preparedness procedure.
In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1987), the violation is listed below:
Failure to Follow Procedures Technical Specification 6.8, Procedures and Frograms, states that written procedures shall be established implemented, and maintained covering Emergency Plan implementation.
Section S.3.1.2.1 of Procedure EP-3-050 states that a pen-and-ink change shall be entered in the Emergency Management Resources Book by drawing a single line through the outdated information and printing the correct information in close proximity to the line out.
Additionally, the correction must be initialed and dated by the person making the change.
Contrary to the above, changes made to the Emergency Management Resources Book located in the back up emergency operations facility had not been initialed and dated as required in Procedure EP-3-050.
Further, that Emergency Management Resources Book contained information that was out of date.
For example, it contained the name of an NRC resident inspectc-r who had been replaced 6 months before this inspection.
