(503) SS6-3713 February 7, 1986' WS0-045-86 Mr. John B. Martin Regional Administrator, Region V US Nuclear Regulatory Commission 1450 Maria Lane, Suite 210 Walnut Creek, CA 94596-5368
Dear Sir:
Special Report
' Limiting conditions for operation (LCO) 3.7.8.2 of the Trojan Technical Specifications requires a Special Report be provided if a continuous fire watch is not established within one hour when one or more of the required spray, sprinkler and/or deluge systems are inoperable.
During fire protection modifications, thn water supply to deluge systems 23, 24, 25, 26 and 27 was changed and a system pressure test was performed on the modified system. The system pressure test, however, did not accu-rately reflect the system as modified. As a result, the supply valve to the subject deluge systems was left closed following the test thereby isolating the subject deluge systems. This condition existed without a continuous fire watch posted for approximately four days. Upon discov-ery, the isolation valve was immediately opened restoring the deluge systems to an operabic status. To prevent a reoccurrence of this event, the modification process is being revised to ensure plant drawings are updated after each phase of a modification, as necessary, to ensure system pressure tests are based on the most current system configuration.
