I write, respectfully urging that you intervene on l

behalf of several New Hampshire Seacoast communi. ties requesting from the Nuclear Regulatory Commission more time for preparation of contentions regarding evacuation plans.

My district represents ten communities in the Seacoast.

Dealing with this effort has been over-whelming for most town govern =ents who have neither j

the staff nor dollars btdgeted to handle this situation.

The frustration of residents, who see State officials, the NRC, and Public Service acting in concert with regard to the nuclear plant han led to great distrust.

I A denial of requests for more time in this process would lead to further distrust.

The residents of the Seacoast, many of whom have just "had it" with this project want and deserve more time on this matter.

Your cooperation is greatly appreciated.

Dear Senator Rudman,

I write you today on behalf of the Town of Kensington, N.H..

We are being required by the Atomic Safety Licensing Board of the Nuclear Regulatory Commission (Docket Nos. 50-443-OL,50-444-OL) to file contentions in relation to the Seabrook Nuclear Power Plant Radiological Emergency Response Plans by February 24, 1986.

This schedule was set by The Board on January 17, 1986 (we learned of it approximately one month ago), and stipulates that all contentions filed relative to the plan over the course of the prior four(4) years are invalid and must be rewritten and resubmitted by February 24, 1986.

We feel this schedule and time table for resubmission of contentions is totally inadequate for the preparation and resubmittal of four years worth of documentation.

We are unable to prepare and submit contentions which are adequately researched and written in this unreasonably short time frame.

We hereby request that you intervene on our behave before the Atomic Safety Licensing Board and request that a more reasonable ard realistic time schedule (60 or 90 days for submission of contentions) be adopted for the contentions relating to the Radiological E:aer gency Response Plans and that the February 24, 1986 deadline be extended accordingly.

U.S. ERC Go Washington, D.c. 20555 In Be Seabrook Hearings Dear Madam Chairperson We, the undersigned members of the New Hampshire House of Representa-tives, representing the Towns of Hampton and Hampton Falls, two of the three towns closest to the Seabrook Nuclear Plant in the State of N.H.,

request that mera H = be given to the parties in preparing and filing the Contentions in this matter.

It is creating a hardshiD on the Towns, in particular, to ask that they be prepared to submit Contentions on plans submitted for them by the State of N.H. which were not given to J

them prior to being submitted to. FEMA.

Further, we are requesting that any prcposed Prehearing Conferences and/or Hearings be held in the N.H. Seacoast, rather than Washington, Boston, Dover, N.H.,

or other site.

This matter vitally concerns the Seacoast of N.H., which is where the Seabrook Nuclear Plant is located, and it will cause undue hardship for the Towne involved if these Pre-hearing Conferences and Hearings are held out of the area.
