SEISMIC WEAK-LINK ANALYSIS UPDATE Consumers Power Company letter dated November 21, 1985 provided the first update of our original June 1, 1983 weak-link analysis. This submittal focused on the weak-links which had been determined to have no seismic resistance and committed to (1) implement "fixes" to eliminate the 0.00g weak-links, (2) submit a reactor vessel internals scismic evaluation and (3) update analysis and include proposed "fixes" for items in the next range of ground accelerations. The status of the 0.00g weak-link fixes have been routinely provided to the NRC in our Integrated Plan Semi-Annual Updates.
Our letter dated May 6, 1988 provided the most recent status. This submittal fulfills the remaining commitments.
The attached report is the second update of the original weak-link evaluation published in June, 1983. The reactor vessel internals seismic evaluation is in Appendix B.
This update is of the same format as the first update with the sections that have been revised identified with a slash (/) in the right hand margin. This report analyzes the next set of weak-links whose seismic capacities range from 0.00g to 0.30g.
During the review process following completion of this report; it was determined that some equipment associated with the Alternate Shutdown Building Modification had not been included in the analysis. An addendum at the end of the report discusses the effects of this oversight and the actions taken to rectify the oversight. The results i
and conclusions of the analysis are prascated in section VIII of the report.
Table VIII-5 lists the weak-links and Table VIII-6 identifies proposed "fixes" t

"Fixes" will be implemented fc-weak-links up to and includ'ng 0.12g.
"Fixes" for weak-links greater than 3.12g will be reviewed and considered for implementation provided they are not cost prohibitive after the 0.12g "fixes" have been resolved.
Implementation schedules and status reports will be included in Integrated Plan Updates.
With this rubmittal, seismic desiga consideration analyses have been completed.
