Gentlemen In accordance with the provision of 10 CFR 50.54(p), and as a result of discussions with Mr. Earnest and Mr. Kelly, USNRC Region IV, and the referenced correspondence, a revision to the Cooper Nuclear Station Safeguards Plan is being submitted.
This revision is being submitted with an ef fective date of November 1,
1988 and upon incorporation, the Safeguards Plan becomes Revision Twenty-three.
During the interim period, the District will be developing supporting procedures, conducting training for Security personnel and installing physical modifications necessary to implement plan commitments.
A description of the current changes are included as a prelude to the enclosed plan.
Due to the extent of the revisions, administrative formatting, and to ensure future changes are effectively coordinated, completely new Safeguards Plans are being provided.
The District has concluded that the enclosed change does not decrease the safeguards effectiveness of the plan.
