Peach Bottom Restart Testing

Dear Mr. Russell:

Enclosed are fifteen copies of the "Peach Bottom Atomic Power Station Restart Power Testing Program" dated August 23, 1988. The Program description augments Sections

-I and 11 of the Peach Bottom Plan for Restart, Revision 1 dated April 8, 1988 by further defining the Logic Plan, Management Assessment Points, Restart Power Testing Organization and Performance Assessment Process.

The planned restart will be a comprehensive, methodical process consisting of numerous tests and management evaluations to confirm that the plant, people and programs are adequate for safe and reliable operation.

At the August 5, 1988 meeting at Peach Bottom with your staff, we stated that the power ascension program for Peach Bottom Unit 2 would be provided to the NRC on August 22, 1988. We regret the delay of this submittal and any inconvenience it may have caused.
