Dear Mr. Deland:

Haddam Neck Station Oil Spill Reoort In accordance with 40 CFR 112.4(a), Northeast Utilities Service Company (NUSCO), on behalf of Connecticut Yankee Atomic Power Company (CYAPC0),

submits a report concerning the spills at CYAPC0's Haddam Neck Station. There have been two spills at Haddam Neck within a 12-month period:

December 19, 1987 and March 14, 1988.

NUSCO hereby submits the following information with reference to the two spills:

2. Name of the Owner or Operator of the Facility:

3. Location of the Facility: ,

l The facility is located on a 500-acre site in Haddam, Connecticut on the Connecticut River.  !

4. Date and Year of Initial Facility Operation:

The station was first placed into commercial operation in January,1968.

5. Maximum Storage and Handling Capacity of the Facility and Normal Daily Throughput:

I The Haddam Neck site has a total oil storage capacity of approximately l 145,000 gallons. This storage is located in many tanks, no one of which is larger than 42,000 gallons,. and includes lubrication oil, transformer. '

l Normal daily oil consumption is 0 gallons.

6. Description of Facility: '

The Haddam Neck Station is a single-unit nuclear power plant located on the east bank of the Connecticut River in Haddam. The reactor is a pressurized light water moderated and cooled system. The 616.2 MW turbine is a tandem compound unit. i l

7. SPCC Plan:

A copy of the SPCC Plan is attached.

8. The Causes of the Spills: l The spill on December 19, 1987 involved approximately one quart of lubricating oil. It was caused by an equipment failure in the plant's travelling water screen in the cooling water intake structure.

The spill on March 14, 1988 involved approximately one pint of lubricating oil. It was caused by a faulty fitting on an auxiliary feed pump.

9. Corrective Actions and/or Countermeasures Taken:

The oil that was spilled on December 19, 1987 (one quart) entered the Connecticut River and dissipated. No containment of the oil was possible. The traveling water screen has been repaired. No other corrective actions or countermeasures are planned.

The oil that was spilled on March 14,1988 (one pint) also entered the Connecticut River and due to dissipation, could not be contained. The fitting on the pump has been repaired. No other corrective action or countermeasures are planned.

10. Additional Preventive Measures Taken or Contemplated to Minimize the l Possibility of Recurrence:

I In both spill events, the equipment causing the spill has been repaired. l No further corrective action is anticipated. Since the spills did not  !

. involve oil storage facilities or associated equipment, revisions to the ,

SPCC Plan are not necessary. l I
