Vogtle Electric Generating Plant - Unit 2 USNRC Inspection Report 50-425/88-01 Georgia Power Company wishes to submit the following information concerning the violation identified in the referenced inspection report.
Violation 50-425/88-01-01, "Rejectable Radiographic Indication in a Code Class 1 System Weld (2-1201-030-W30)"
Georgia Power Company acknowledges the violation as identified in USNRC Report 50-425/88-01.
The
- defect, when originally interpreted by Construction, was partially masked by field weldment and evaluated as acceptable.
The Authorized Nuclear Inspector (ANI) reviewed and interpreted the film with the same resul ts.
l Subsequent weld surface preparation (for preservice inspection) and re-radiographing (by NRC) resulted in an interpretation as an unacceptable indication.
The subject weld was reported on Pullman Power Products DR PP-17865 and dispositioned to repair.
The repair was completed and the j
DR closed on January 14, 1988.
To detemine the extent of the violation, an evaluation of the radiograph interpretation program was performed.
There are two programmatic radiograph reviews in addition to the contractor's reading.
These independent reviews, by the Authorized Nuclear Inspector and by GPC Quality Control / Surveillance, are on a sample basis constituting in excess of 25% of ASME Class 2 welds and more than 95% of ASME Class 1 welds.
Additional reviews, on a sample basis, are performed by GPC Quality Assurance during audits and program assessments.
From January 1986 to December 1987 only one in interpretation resultin in a Deviation Report was differenceThat Deviation Report (SQ-675)g was dispositioned use-as-is.

The same Pullman inspector (who read the subject radiograph) has been used for the past 30 months.
It is Pullman's practice to obtain a second opinion from their NDE Supervisor in cases of a marginal indication.
Based on these conditions, it was concluded that the cited situation is an isolated instance.

Radiograph interpretation has been and remains. at acceptable confidence levels.
Full compliance has been achieved.
