Af ter reviewing the sa. ple Diversion Risk Analyses received in response to ey l
remorandmi of i:0verber 10. 1974, and upon investigating related work being conducted by ERDA: DSS, entitled Diversion Path Analysis (DPA) it has been l
deter.ined that tlie score of our effort in this area should be altered to pro.
l
. Vide a Cata base around which response actions to threats of diversion can be expedited.
l 1
Our interest in Olversion Risk / Path Analysis still exists; however, it is our opinion that for the aa.alysis to be beneficial it must be conducted at the 1
licensee's facility, by or with his process personnel, and monitored closely by NRC personnel.
Because the detailed pro edures for applying OPA are not yet availeble and regulatory require.ments are net in existence at the praser.
tim. Liw efiuri in veing deiayed until ()J EkDA puoltsnes a procecural docu-ment on OPA, and (2) until OESS can incorporate DPA as a co.idition for licensing.
As an interim measure to increase our ability to respond to threats of diversion you are requested to consolidate vs.rious sources of inforation for each facility into a single data base that can be made available to Duty Officers. This will assist in identifying the location of Sf31 in various forms and amounts, and for deternining those facilities at which inventories may be' necessary to confirm or refute a cocannicated claim of diversion. Tabs A through 0 v e examples of I
inforcation that we feel is required. The enclosed sumary describes the purpose and hource of the infonnation contained in the tabs.
a L It is requested that you consolidcte the required information for each Grovp 1 1N fuel facility within your region and maintain it in a state of readiness in your l
,i files. One cepy of each facility data base should be forwarded to this office j,
g by Aug. 31.1975.
