The FNP Unit 1, Second ISI Program Interval ended on November 31,1997. In late 1996, prior to the last refueling outage in the Second Interval, UlR14, Southern Nuclear Company (SNC) decided to postpone certain ISI examinations and tests. The postponed examinations and tests included portions of the Ten-Year Class 1 pressure test.
SNC had determined that these examinations and tests could be conducted during the first year of the Third Interval per the provisions of ASME Code Section XI, IWA-2400(c),1983 Edition When this determination was made, the UIRIS outage was scheduled to be completed well in advance of the expiration of the one year extension. The outage schedule was later revised for reasons including a forced outage and to inspect / install replacement bame former bolting. The result of the schedule changes is that the completion of the Class 1 pressure test will occur during the UlR15 outage, but after the expiration date of the one year extension. It is anticipated that the other postponed examinations and tests will be completed

U.S. Nuclear Regulatory Commission Page 2 As discussed with NRC stafTon September 16,1998, SNC does not intend to submit a request for relief from the requirements ofIWA-2400(c) because IWB-2412(b) allows a one year extension "to enable an inspection to coincide with a plant outage." SNC interprets this to mean that the one-year extension may be applied to the beginning date of an outage and that examinations and tests conducted during that outage will meet the requirements oflWA-2400(c). ASME Code Interpretation XI-1-95-55 further adds that examinations and tests conducted during such an outage may be performed to meet the requirements of overlapping periods. Since the UlRIS outage will begin within the one-year extension period and all remaining Second Interval examinations and tests will be completed during the outage, the Code requirements will be met prior to returning to power operation.
