FD% ArmLYSIS OF THE PROMoT ALERT AND NCfrIFICATION SYSTEM FOR ME FARLEY NUCLEAR PLANT

Dear Sir:

'Ihe purpose of this letter is to convey to you the status of Alabama Power Company's efforts to provide proposed corrective actions and a retest schedule in regard to the Farley Nuclear Plant Alert and Notification System.

Mr. Douglas M. Collins' letter of February 19, 1988, forwarded FDM corres-pondence documenting their analysis of the Farley Nuclear Plant Alert and Notification System. Mr. Collins requested that proposed corrective actions and a proposed retest date be provided within 45 days. By letter dated March 31, Alabama Power provided a review of the actions already taken by Alabama Power which would have addressed the concerns contained in the FDR report, transmitted a list of questions concerning the FEMA test results which were necessary to allow further analysis of the need for additional corrective action prior to conducting a retest, and requested a 30 day extension in order to obtain and analyze the additional information. Those questions wete transmitted to the Alabama Emergency Management Agency (AENA) on March 31 with a request that they formally request answers from FDm.

Mr. Danny Cooper, Director of AD%, submitted the questions to Mr. Phillip May, FD% Region IV Director, on April 4, 1988. Partial responses to questions 1,2,4 and 6 were provided verbally by FEMA to Mr. Kenneth McCracken of Alabama Power on April 5 and FENA indicated that further review of the test dats w % necessary to provide answers to the questions submitted. By memomndum dated April 28, 1988, Mr. Bob Lilly of AEHA documented the verbal noufication by TD% on April 28,1988, that FDa would not be able to respond to the AEt% request for answers to the nine questions for at least six (6) weeks from that date.

Because of this delay, a final submittal of any additional proposed corrective action and a retest schedule cannot be provided at this time, i

Alabama Power Company has contracted with a public opinion research firm to perform a survey of the tone alert radio portion of the Farley Nuclear Plant Emergency Planning Zone and to conduct focus group sessions in order to help identify any additional public information and education neasures that may be

Company's nine questions should enable Alabama Power to identify what corrective action, if any, is required beyond that already taken and documented in the March 31 letter to the NRC. Within ten (10) working days of raccipt of the additional information requested from TEMA,, Alabama Power will c.1 bad t to the NRC a schedule for completing any additional corrective action identifi-ed and will recomend a retest date subject to final coordination with AEMA, PEMA, the Georgia Emergency Management Agency, the Dothan/ Houston County Emergency Management Agency and the Blakely/Early County Emergency Management Agency.
