Peach Bottom Atomic Power Station Inservice Inspection (ISI) Interval Dates

Dear Mr. Russell:

Philadelphia Electric Company has determined that a revision to the ISI interval dates for Peach Bottom Units 2 and 3 is needed to effectively implement the requirements of Section XI of the ASME Boiler and Pressure Vessel Code. The revision is necessary because of component inspection scheduling conflicts attributed to extended outages during the first 10-year interval. The current interval dates are as follows:

The revised interval dates are as follows:

In accordance with 10 CFR 50.55a(g)(4), the first 10-year interval ISI Program conforms to the 1974 Edition of the Code through Summer of 1975 addenda, and the second 10-year interval conforms to the 1980 Edition through Winter of 1981 addenda. Both editions permit an interval to be extended by one year to allow for outage correlation.

rsre, IWA-2400(a) of the 1974 edition allows an additional extension equivalent to the length of the outage.

!WA-2400(c) of the 1980 Edition nas a similar extension allowance for plants that are out of service for six months or more. This interpretation of the Code is consistent with Interpretation XI-1-86-54 issued 2/12/87 (file No. IN87-001) which states that extensions for both plant outage and out of service conditions may be applied serially.

For Unit 2, the revised first 10-year interval dates reflect a 306-day extension. The 806 days are an accumulation of a 365-day outage allowance plus the additional allowance for a 441-day out of service period (4/28/84 through 7/13/85).

For Unit 3, the first 10-year interval has been extended to incorporate the 365-day outage allowance. For both units, the second 10-year interval is compressed so as not to change the end date of the second interval.

The schedular change does not impact the scope of work required during the second 10-year interval.
