SUBJECT:

PRE-APPLICATION REVIEWS OF ADVANCED REACTORS In early August 1988, RES requested NRR to review and concur in the pre-application SER regarding the HHTGR. Concurrence was requested by August 31, 1988, prior to taking the SER to CRGR and the Commission. Although the March 14, 1988 Merxrandum of Agreement recommends concurrence be obtained from both NRR and RES on significant actions regarding standardized and advanced reactors, and re17.ted policies, NRR does not have sufficient technical staff rt, sources available to perform an appropriate review to support con-currence with-this decement or the pre-application SERs regarding the PRISH or SAFR designs (expected withir the rext month).

So that NRR can keep our limited resources focused on operational perfortnance of operating reactors, in general, and near and interirediate term needs of ALWR standard plant reviews and associated policy, in particular, NRR will defer to RES and their technical decisions.

This is based on the technical expertisc of RES and its con-tractors, and the two year intensive review effort you have invested in the revims of these advanced reactors. NRR will provide comments on those sections (i.e.lvementhasalreadytakenplace. Sections 12and13.3oftheHHTGRS input ar.d invo NRR will devote major resources to these projects when the designs of these facilities are further along and submitted for a PDA or FDA review.
