The United States Enrichment Corporation (USEC) hereby submits its response to NRC Generic Letter 98-03, "NMSS Licensees' and Certificate Holders' Year 2000 Readiness Programs."

i USEC is currently implementing a Year 2000 (Y2K) Readiness Program for the Gaseous DifTusion Plants (GDPs) that began in August 1997. A brief description of the program and its associated activities is provided in Enclosure 2. USEC's Y2K Readiness Program is on schedule for completion by July 1,1999.

l'o gain the necessary assurance that action addressees are effectively resolving the Y2Kproblem and are in compliance with the terms and conditions of their licenses or certificates, and NRC regulations, NRC requires that all action addressees submit a written response to this Generic Letter, asfollows:

Within 90 days of the date of this Generic Letter, submit a written response indicating whetheryou havepursuedandare continuing topursue a Y2K Readiness Program. Present a briefdescription ofthe program that has already been completed, is being conducted, or isplanned, to ensure Y2KReadiness ofthe computer systems atyourfacility. This response shouldaddress the program 's scope, assessment process, andplansfor corrective actions, including schedulesfor testing and validation.

USEC Response:

The United States Enrichment Corporation (USEC) is currently implementing a Year 2000 (Y2K)

Readiness Program for the Gasecus Diffusion Plants (GDPs) that began in August 1997. The objective of this program is to ensure systems or equipment needed to safely operate the GDPs or meet critical business requirements are Y2K Ready. A brief description of the program and its associated activities is included below.

Y2K Readiness Program Scope The scope of the Y2K Readiness Program includes systems and equipment that could be negatively impacted by the year 2000 problem, such that the system or equipment fails. generates faulty data, or generates an inappropriate command affecting plant operations. A list of potentially impacted systems and equipment was generated for the line organizations. The list was not intended to be all-inclusive, but rather a guidance document by which assigned coordinators could determine what l

types of items need to be assessed. Subject Matter Experts within each organization were then l

tasked to identify specific lists of safety-related or business essential systems and equipment needing evaluation by the Program. This effort has been completed.

A Y2K Coordinator was established in August 1997 and an initial program was developed in September 1997. A Year 2000 Coordinator team was formed in October 1997 and the program kickoff was initiated. A Year 2000 Overview document was issued in late October 1997 to help communicate the purpose and urgency of the Y2K project to senior management. Briefings followed to both inform senior management of the issue and obtain their involvement and sponsorship of the program. Sponsors of the program include the USEC ChiefInformation Officer, Lockheed Martin Utility Services, Inc. (LMUS) President, and both GDP General Managers.

The Y2K Coordinator is responsible to the project sponsors for completion of the project objectives.

The project sponsors have acknowledged the importance of the Y2K issue and are providing the necessary resources to address Y2K issues. Senior management has communicated to the line organization the importance of this issue and the expectation that they are responsible for remediation of Y2K issues within their organizations.

The program tasks are:

> Inventory the potential impacted systems (Complete);

> Determine the safety-related or business essential items and categorize as Impact I, II, or Ill (see definitions below) (Complete);

> Assess Y2K readiness of these systems (Complete);

> Develop a master listing of the systems to be remediated (Complete);

> Develop cost estimates for remediation and obtain funding (Complete);

> Develop responsibility matrix for persons responsible for remediating systems (Complete);

> Develop work plans and schedules (Ongoing);

> Execute and track the progress of remediations, including testing and verification, for Y2K Readiness (Ongoing).

Inventoried items were assessed for their Y2K readiness / compliance using one of several methods depending on the specific application / equipment. Methodologies employed included, vendor communications regarding software or products, vendor web page information, and testing by setting dates forward on systems such as year 2000 rollover, post-year 2000 rollover, leap year, and date calculations. Safety-related systems were assessed by the systems engineers and design engineers which have design basis authority for those systems.

A project management team was established utilizing an Organization Coordinator for eath GDP functional organization and Subject Matter Experts within the organizations. Each GDP has approximately 14 functional organizations and there are five (5) functional areas related to Corporate Headquarters. The objective of using this team structure is to drive the information dissemination

Project status is reported to senior management on a regular basis and consists of both task schedule and budget information. The inventory and assessment phases are completing at this time and remediation work has begun.

~ Y2K Readiness Program Plans for Corrective Actions Inventoried items were categorized during the assessment phase into one of three impact level categories as defined below:

Impact Level 1:

Those items required for nuclear safety, environmental safety, process control, corporate applications, critical site applications, and systems engineering analysis, for the GDPs to continue to operate safely and within the NRC Certification.

Impact Level 2:

Those items that could seriously or adversely effect the ability of the company to operate but would have no impact on safety and could be overcome through additional manpower / overtime or other changes to work processes.

Impact Level 3:

Those items that could fail, but the impact will be minimal.

Corrective actions associated with this program are only being considered for Impact Level 1 and key Impact Level 2 items. The remaining Impact Level 2 items consist ofindividual PC work stations that will be replaced through normal business procurement as needed. Work plans are being developed to track individual progress within the overall responsibility matrix which is tracking all items at a high level. These plans will include the remediation, validation, and implementation components of Y2K readiness repairs. Modifications to the plant or its processes required to correct deficiencies will be completed in accordance with USEC's configuration management control and QA requirements.

The schedule for the remaining tasks is as follows:

'During the assessment phase of the program, items categorized as Impact Level 2 only included those items that could effect the efficiency of the business aspect of operations, such as PC workstations.
