SUBJECT:

TIA ON FIRE ANALYSIS FOR LOW-LEVEL RADWASTE STORAGE FACILITY (TAC NO. 60295/6)

By memorandum dated December 6, 1985 NRR was requested by Region I to evaluate the confortnance of the Peach Bottom low-level radwaste storage facility to regulatory reauirements regarding offsite dose consequences as a result of a fire at the facility. A request was also made to consider the need for gerieric guidance to all licensees and to all Pegions regarding the criteria to be considered in similar 50.59 reviews at other facilities.

This issue has recently been closed in Inspection Report No. 277/88-05 and 278/88-05 for the PBAPS. The basis for closure is very similar to that provided in revision no. 3 of the licensee's 50-59 safety evaluation. The conclus %ns in the inspection report appear to be consistent with the license..'s evaluation and are reasonable in our view. Based on the low liklihood of the event of concern, namely a fire involving dewatered resins which results in a significant offsite release at the Peach Bottom Plant and the uniqueness of this concern to the Peach Botton Plant we have not identified a need for further generic caidance beyond that provided by Generic Letter 81-28.

On these bases we consider the needs identified in the request of December 6, 1985 to be met and therefore the TIA and the TACs will be closed.
