DEVICE' TYPE: Portable Explosives-Vapor Detector DESCRIPTION:

The'Model EVD-l'and TVD-1 are Electron Capture Detectors (ECD).

The ECDs'contain'a total of-200 mci (7.4.GBq) of Hydrogen-3 or

~

10 mci (0.37 GBq) of Nickel-63.

The' sources are in the form of a foil mounted inside-a cylindrical nickel electrode.

LABELING:

A label is on the outside of the ECD module that contains the date of assay, model number, sealed source model, the activity of

'the Hydrogen-3'or Nickel-63, the standard radiation symbol, and 1

the words " CAUTION-RADIOACTIVE MATERIAL." The outside of the detector also bears a label with the standard radiation symbol and the'words " CAUTION-RADIOACTIVE MATERIAL."

' CONDITIONS OF NORMAL USE:

The device is used as a gas ionizer required for operation of the electronic capture detector.

The normal source temperature for both systems is 115 C (239 F).

If the ECD becomes contaminated during operation, prolonged bake-out at 150 C (302*F) may be performed.

'A flow of ultra-high purity nitrogen is maintained, when the ECD is heated, over the Hydrogen-3 source and passes out through a vent tube in.the detector.

The flow rate is 50 to 60 cm1/ min 3

(3.05 to 3.66 in / min). Measurable gas borne radiation is less 2

'than 10 microcuries per m (0.37 Bq per m ) during normal use at 1115'C and infrequent bake out at 150 C.

If<'there is any

. malfunction of the heating system, and the unit continued to

heat, -all power would be terminated when the unit reached 200 C L

(392 F).

CONDITIONS OF NORMAL USE: (Cont.)

Usere for the EVD-1 will be security officers employed by the government or private industry.

Users for the TVD-1 will be military personnel.

Locations for the EVD-1 will be in secure regions of airports or personal property.

Frequency of use will vary with each user, from once a week to several times a day.

The expected life of the device is.7 years.

PROTOTYPE TESTING:

The EVD-1 was developed by the National Research Council of Canada in collaboration with the Ministry of Transport, Canada.

These devices were engineered and manufactured by Scintrex to conform to rigid specification including Transport Canada specifications TAC 3802 October 5, 1982, Military Specifications MIL-STD:0:810C (Mechanical Shock, Bench, Handling, and Altitude),

MIL-STD:461A (Radio Frequency Interference), MIL-STD:462 (Electromagnetic Interference), and NATIOAQAP, Specific prototype testing data was not supplied by DMW Geophysical.

.These devices have been approved for use by the State of Utah since 1986.

EKTJCRNAL RADIATION LEVELS:

The manufacturer reported no detectable radiation above background at any external surface.

  • The! detector cell assembly using Nickel-63 shall be leak tested at' intervals not'to exceed'6 months.using techniques capable of detecting 0.005 microcurie (185 Bq) of removable contamination by persons'specifically. licensed by the NRC or an Agreement State.
  • Handling, storage, use, transfer, and disposal.: To be determined by the licensing' authority.

Servicing of the detector must be performed by persons specifically.

' SAFETY ANALYSIS SUMMMif,t DMW Geophysical's material license was issued by the State of Utah and authorized distribution of the Model EVD-1, and TVD-1 Portable Explosive. Vapor Detectors.

It was terminated on March 3, = 1989. " The Portable Explosive Vapor Detector were reviewed and' approved for licensing purposes by the State of Utahion October 3, 1986. Based on the expected useful life of the product (7 years), it is expected that very few, if any, of these products are still in use.
