Structural Weight Per Foot Gauge DESCRIPTION:
The device consists of a J.L. Shepherd model 28-8 source housing containing a 30 Ci (1.11 TBq), Oak Ridge National Lab model A-0408-1 source incorporated into a Bethlehem Steel structural weight.per foot "O-Ring" gauge for the measurement of weight per foot-of-metal structural sections, such as "I" beams, flanges, angle-iron, etc.
The weight per' foot gauge consists of the following:
- Metal Measuring Frame Structure (0-Frame) 1 J.L.
Shepherd model 28-8 source housing
. Rotating source ring
- A!1ead shutter ring
. Detectors-mounted around the circumference of the 0-frame Red and Green indicator lights a
Protective " tunnel" for incoming product.

. Remote Operator Panel The model 28-8 source housing is essentially identical to'a standard model 28-8 device, except'that the beam port has been
. modified. to a 60 ' f an angle.
The manufacturer indicates that
'otherwise, the device is unmodified.
At the time of manufacture of the gauge, the Oak Ridge National i
Lab model A-0408-1 source was not an approved source for the model 23-8 device.
- However, J.L.
Shepherd indicates that the source is currently included as approved for use with the model L
28-81 device under the J.L.
Shepherd model designation 6810.
In L
' addition, at the time of manufacture, tungsten inserts were not L
authorized for model 28-8 devices.
The use of tungsten inserts l
has since been authorized.for model 28-8 devices. Therefore, i

=although-at the time of manufacture these design features were l
' modifications from-the' approved' design, the manufacturer L
' indicates-that the model 28-8 device installed at Bethlehem l
Steel is in accordance with the approved design, except for the l-60 beam angle.

i The model 28-8 device is intended for use as an in air
.irradiator or calibrator.
The-device installed at Bethlehem Steel has been used since 1981 as a weight per foot gauge for
. metal structural members.
The conditions of use for this gauging application are typically more harsh than those'for
-which the device was approved as an irradiator or calibrator.
The 0-frame gauge contains a model 28-8 source housing,.a source ring,-a shutter ring, a protective shroud, and a water jacket cooling system..The10-frame gauge measures approximately
.127"(332.58 cm) high by 111"(281.44 cm), wide and has a 36"-
.(91.44 cm), diameter opening for measuring-the process material.
A single source housing is rounted to the source ring'which can rotate around the process material to take measurements at different angles.
The source ring also contains a ring of lead that,.when combined.with the shutter ring, can reduce the exposure rate to approximately 0.5 mR/hr (5 Sv)/hr.
A shutter ring containing. lead shielding may be moved toward or away from the lead shielding of the' source ring to shape the beam or s
completely shield the beam.
The detectors are mounted circumferential1y around the.0-frame housing.
The model 28-8 source housing operates the same as a standard i
model.
It contains a manual en/off source positioning mechanism that can only be operated by removing an access panel on the O-frame.
For the' Bethlehem Steel application, the source housing is always in'the exposed position, except when maintenance is being performed on the gauge.
This is because the' lead shielding of the. source and shutter rings act as the on/off
' mechanism for the gauge during use.
Therefore, red and green n/off indicators mounted on the gauge indicate the source / shutter: ring positions rather than source position in the source housing.
The. gauge is mounted.on a rail system by which it can be moved l
to the operate or maintenance position.
Inadvertent movement of
[
the gauge is prevented by a cobble guard that must be removed prior to any movementfof'the gauge.
For maintenance, the gauge is moved into the maintenance enclosure.
This room has controlled access so that gauge maintenance functions (e.g.,
calibration, source exchangc. etc.) may be performed.

LABELING:
The source housing is labeled in accordance with the-conditions i
of the registration-certificate for the model 28-8.
In ddition, the 0-frame has warning labels containing the words l-a
" Caution, Radioactive Materials."
l Red and Green on/off lights are mounted on top'of the gauge
-housingL and are interlinked to the shutter ring position.
The green light is illuminated only when the shutter ring is in the fully closed position.
The red light is illuminated whenever the shutter ring is in any other position.
There are no on/off indicators cn1 the gauge to indicate source position in the source housing since it is always in the exposed position whenever the gauge is in.use.
CONDITIONS OF NORMAL USE:
The device is intended for use in industrial gauging applications at. Bethlehem Steel for measuring the weight per

Structural Weight Per Foot Gauge PROTOTYPE TESTING:
i Bethlehem Steel indicated that the sealed source used in the
- gauge has been tested to ANSI N542-1977 and received a classification of 77C53334.
The gauge is a singularity and therefore has not been subjected to prototype testing.
However, the-gauge has been in use since 1981 and Bethlehem Steel indicates that no problems have-
_ occurred with the gauge or source housing that compromised their radiation safety features.
- EXTERNAL RADIATION LEVELS:
The registration certificate for the model 28-8 source housing indicates a maximum of 5 mR/hr (50 Sv/hr) at one foot (30.5_cm) from the surface of the housing with the source in the shielded position.
The initial survey performed at the Bethlehem Steel site was in agreement with~this specification.
Actual and calculated external radiation levels were provided for-the source housing and shutter ring in their shielded positions:

A "In Beam" OUALITY ASSURANCE AND CONTROL:
l The gauge was manufactured in accordance with the specifications of Bethlehem Steel.
However, since this is the-only device manufactured, Bethlehem Steel does not have a continuing' quality assurance and' control program in place for this device.
The project engineer monitored the construction of the device to ensure it conformed to the engineering
. drawings.
In addition, an initial leak test an, radiation surrey were performed at installation.
The manufacture and distribution of the source housing was performed in accordance with J.L. Shepherd's requirements contained in the registration certificate for the model 28-8.
. LIMITATIONS AND OR OTHER CONSIDERATIONS OF USE:
The structural weight per foot gauge containing a modified model 28-8 source housing was to be used only by Bethlehem e
Steel at its Bethlehem, PA' location.
- The device shall be leak tested at 6 months intervals usv.g l
techniques capable of detecting 0.005pcl (185 Bq) of removable contamination.

Handling, storage, use, transfer, and disposal: To be determined by the licensing authority.
In view that the sources used in the device exhibit high dose rates, the sources should be handled by experienced licensed personnel using, adequate remote handling equipment and procedures.
REVIEWER NOTE:
The source positioning mechanism for the source housing must be manually placed into the shielded
' position prior to performing service on the gauge.
REVIEWER NOTE:
High radiation levels are present in the air gap when the source housing and shutter ring are in the exposed position.
The shutter ring does not automatically close when product is not in the gap'.
The licensee must have a barrier in place or have procedures that will limit persons placing parts of the body in the gap.
The shutter indicator light boxes should be tested for proper operation at periodic intervals.
This registration sheet and the information contained within the references shall not be changed without the written consent of the NRC.
SAFETY ANALYSIS
SUMMARY
The facility in which the source and the device combination covered by the certificate has ceased operations and will not be operated by Bethlehem Steel in the future. The source housing has been removed from the gauge frame and placed in storage.
In view of this the registration certificate has been I
transferred to inactive status.
