During an NRC inspection conducted on March 28-31, 1988, a violation of NRC l
requirements was identified.
The violation involved the failure to submit an annual operating report.
In accordance with the "General Statement of Policy dnd Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1987),
the violation is listed below:
s Failure to Submit Annual Operating Report Technical Specification 6.9.1 requires that routine annual operating reports shall be submitted no later than ninety (90) days following June 30.
Contrary to the above, an NRC inspector determined on March 28, 1988, that the licensee had not submitted an annual operating report for the period of July 1, 1986, through June 30, 1987.
This is a Severity Level IV violation.

Pursuant to the provisions of 10 CFR 2.201, the University of New Mexico is hereby required to submit to this office, within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation:
(1) the reason for the violation if admitted, (2) the corrective steps which have been taken and the results achieved, (3) the corrective steps which will be taken to avoid further violations, and (4) the date when full compliance will be achieved.
