i APPENDIX A NOTICE OF VIOLATION Spectrochem Laboratories, Inc.

As a result of the inspection conducted on November 4, 1985, and-in accordance
. with the NRC Enforcement Policy (10 CFR 2, Appendix C), the following violations were identified:
A.
Condition 13 of License No. SNM-1856 requires that licensed material be possessed and used in accordance with the statements, representations and procedures contained in an application dated December 27, 1978, as amended February 28, 1979.
i 1.
This application, as amended February 28, 1979, requires that the urine of each person involved in the use of licensed material be checked for uranium semi-annually.
Contrary to the above, as of November 4,1985, the urine of persons involved in the use of licensed material was not checked for uranium during 1985, even though analytic procedures were performed on one sample of uranium-bearing materials during 1985.

This application, as amended February 28, 1979, requires a thorough check of the work at with a survey meter at the completion of each days's work with uranium-bearing materials.
Contrary to the above, the surveys performed with a survey meter following work with uranium-bearing materials in 1985 were inadequate in that the individual performing the surveys set the range switch at the least sensitive position, incorrectly believing it was the most sensitive position. A thorough check will not be accomplished with the range-switch of the survey meter set on the least sensitive position.

B.
Condition 12 of License No. SNM-1856 limits the use, or supervision of use, of licensed material to named individuals.
Contrary to the above, as of November 4,1985, use of licensed material was not by or under the supervision of either of the two named indi-viduals, who were no longer employed by the Itcensee.
This is a Severity Level IV violation.

Pursuant to the provisions of 10 CFR 2.201, Spectrochem Laboratories, Inc. is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will' be achieved. Where good cause is shown, consideration will be given to extending this response time.
