Dear Mr. Keppler:
Reference (a) requested that licensee develop procedures for monitoring fluid conditions within the AFW system, for recognizing steam binding, nnd for restoring the AFW system to operable status should steam binding occur. Attachment 1 contains the requested information and copies of procedures implemented at Byron-Unit 1.
These same procedures will be implemented for Byron 2 when it receives an operating license.
The Braidwood units, which are under construction, will have substantially the same requirements imposed. A followup report will be filed

within one year of the date of the Bulletin with the requested information.

r ATTACHMENT 1 Byron' Station personnel have completed a review of I.E.Bulletin 85-01.
This bulletin raquired that Byron Station develop and implement procedures to:
Monitor fluid conditions within the Auxiliary Feedwater (AF) system on a regular basis, ensuring that the fluid is maintained approximately at ambient temperature.
Ensure recognition of steam binding in the AF pumps and restore the AF system to operable status should steam binding occur, t
The above mentioned two items have been addresced in the attached procedures; Byron Systems Operating Procedure (BOP) 197-A40, and Byron Operating Abnormal Procedure, Unit 1, (IBOA) SEC-12.
These procedures were approved for use in final form on January 22, 1986 and were place into the procedure manuals on January 28,~1986.
BOP 199-A40 is an Equipment Attendant (EA) rounds sheet. This rounds sheet specifically calls for a temperature check of the AF piping at the AF005 valves. The specific step dealing with.the AF005 valve draws attention to Note 1, which states:
"If temperature at any AF005 valve exceeds 130F, then notify S.E.(shift engineer) immediately and enter 1 BOA SEC-12".
This temperature surveillance on the AF005 valves is performed by an EA and
_ reviewed shiftly by the shift foreman and the Nuclear Station Operator (NSO).
i 1 BOA SEC-12 is the procedure entered anytime the temperature of the AF system rises above 130F(AS determined by BOP 199-A40). The express purpcse of this procedure is to" ---provide the actions required to prevent steam binding of Auxiliary Feedwater pumps and potential water hammer of Auxiliary Feedwater piping due to check valve leakage".
These two procedures, BOP 199-A40 and IBOA SEC-12, address and satisfy the issues put forth in Bulletin 85-01.
The training required for these j
procedures will be accomplished by:
I Covering these procedures in the next EA retraining cycle, February 12 to March, 1986.
i Including IBOA SEC-12 in licensed operator required reading and insuring that this reading has been completed by March 28, 1986.
l The implementation of this training'is being tracked by Byron Action Item Record (AIR) #6-86-017.

The following conditions may cause entry into this procedure:
4 a) Auxiliary feedwater piping temperature greater than 130*F.
