Braidwood Station Units 1 and 2 Emergency Planning Program NRC Docket Nos. 50-456 and 50-457

Dear Mr. Murley:

Braidwood Station's Emergency Planning Program was reviewed by NRR prior to licensing of Braidwood Unit I with the results being documented in reference (a).

Specifically, Section 13.3.2.7 of reference (a), page 13-5, states the following:

"In addition, copies of the Braidwood Emergency Information Booklet (letter dated November 19, 1985, from D. H. Smith, CECO. to H. R. Denton, NRR), which are also sent to public gathering places and residences within the 10-mile EPZ, will be made available on request at the Station's security gatehouse."

At the time of SSER No. 1 issuance, Braidwood Station had one unit operating and one unit under construction.

Several thousand contractor workers were onsite which made the security gatehouse the logical site for making the information booklet available to workers.

Currently, Braidwood has both Units 1 and 2 in operation and as a result, the contractor work force has been reduced significantly.

Given this, it has become prudent for Braidwood to change its program for the annual distribution of information to personnel related to actions to be taken during an emergency.

For the 1987 and 1988 distributions. personnel who access the site received a letter describing the expected actions to be taken upon hearing the site assembly siren.

The letter also informed personnel that the Braidwood Emergency Information (BEI)

Booklet may be obtained by contacting, either the Braidwood Emergency Plan Coordinator or Emergency Plan Trainer.

The distribution of the letter was made shortly before conducting the A0i annual assembly / accountability drill.

Additionally, the Braidwood Site Accountability Guidelines were provided to Station Department Heads and Contractor Supervisory personnel for review with their personnel.

This distribution was also made shortly before the annual assembly / accountability drill.

It is Commonwealth Edison's view that the methods presented above provide an effective enhancement to this program at Braidwood Station and equally implements providing emergency planning information, in lieu of providing the BEI Booklet at the security gatehouse.
