10 CFR 50.54(a)(3) ORGANIZATION CHANGE FOR THE INDEPENDENT SAFETY ENGINEERING GROUP - PERRY NUCLEAR POWER PLANT, UNIT NO.1 (TAC MA3325)
By letter dated July 22,1998 (PY-CEl/NRR-2288L), and supplemented on September 1,1998 l
(PY-CEl/NRR-2316L), pursuant to 10 CFR 50.54(a)(3), FirstEnergy submitted proposed revisions to the quality assurance program for the Perry Nuclear Power Plant (PNPP). The proposed changes include: (1) The reporting point of the Independent Safety Engineering Group (ISEG) will change from the Director, Perry Nuclear Services Department to the Manager, Quality Assurance Section; (2) the ISEG function to review and assess operation and maintenance audits will be transferred to the Company Nuclear Review Board; (3) ISEG membership will be reduced from five to four members, and (4) the ISEG qualifications will be revised. The staff has reviewed the submittalin accordance with 50.54(a) and determined that the changes are acceptable in that the quality assurance program continues to meet the requirements of Appendix B of 10 CFR Part 50.
The staff's safety evaluation is enclosed.
