SAFETY EVALUATION REPORT: APPLICATION DATED JULY 31,1998, TRANSFER OF URANIUM FUEL ELEMENTS i-BACKGROUND By letter dated July 31,1998, the Department of the Army, U.S. Army Armament Research, Development and tingineering Center (ARDEC) requested an amendment to Materials License SNM-561 to remove 1716 grams of sealed high-enriched uranium MTR type fuel elements (item 6.D) from their license.
DISCUSSION j.
~ ARDEC has requested to remove the high-enriched fuel elements from SNM-561 due to shipment of the material to Lockheed Martin Energy Systems (LMES), Inc., Y-12 Plant, Oak Ridge, Tennessee. LMES i.

Material Transaction Report (Form 741) and a Certificate of Disposition of Materials Report (Form 314) with the amendment request. As a result of the transfer of the fuel elements, the requirement for a i
Physical Protection Plan is no longer necessary.
ENVIRONMENTAL REVIEW Based on information submitted by ARDEC, the staff has determined that this revision is an administrative change and will not adversely affect the public health and safety or the environment.

- Accordingly, the staff has determined that the criteria in 10 CFR 51.22(c)(11) for categoncally excluding an action from an environmental review have been met. Therefore, neither an Environmental Assessment nor an Environmental impact Statement is necessary for this proposed action.

Based on the information submitted by ARDEC, the staff concludes that the proposed change will have

no adverse affect on the public health and safety or the environment. Approval of the amendment request is recommendeo.
