l INCLOSURE RESPONSE TO REQUEST FROM SENATOR THAD COCHRAN

DOCUMENTATION A significant amount of documentation is required of all licensees, and applicants for a.lict.nse, from the inception of a nuclear power plant through construction and operation. Prior to issuance of a construction pennit, the NRC regulations require documentation of a nuclear facility's preliminary design, design criteria, safety analysis ardf quality assurance progran in a

I Changes to the facility equipirent or procedures which do not involve an unreviewed safety question or changes in TS may be implemented by the 1 Nensee without prior NRC approval. Records of such changes, including a safety analysis of the effect of the change on safe operation of the plant, must be maintained by the licensee, and a sunnary of such changes submitted to the NRC annually. The facility quality assurance program for plant operation describes the managerial and administrative controls including documentation, for equipment changes. Quality assurance records it;clude: documents'fcr the procurement of material, equipment and services; equipment drawings and specifications; identification of materials, parts, and componerts; inspection and test results; reports identifying materials, parts and components that do not conform to requirements and their disposition and the corrective actions taken for conditions found to be adverse to quality. The NRC staff conducts inspections durinc facility construction and operation to assure that licensees conform to NRC regulations.

MANAGEMENT AND FOLLOW-THROUGH s

The NRC continuously monitors licensee performance through the use of Resident Inspectors located at each site and through additiotal inspections of specific l

2-areas such as maintenance, surveillance, radiological controls and emergency preparedness. In addition, the staff periodically performs an assessment of the licensees' performance in several functional areas it through the NRC Systematic Assessment of Licensee Performance (SALP) program. Results of the evaluation are used to determine areas in which licensee and NRC attention and resources should be increased.

Licensees have addressed functional areas identified as needing improvement through implementation of special programs. For example, the licensee for the Turkey Point facility has initiated a third party audit of management and a program for reviewing and documenting plant design bases, The licensee for the Browns Ferry facility has hired senior managers with a large amount of nuclear experience as well as instituted programs to improve performance. One program at Browns Ferry, called the Corporate Commitment Tracking System, tracks, to final resolution, written commitments, including those made in the FSAR, License Event Reports, NRC Notices of Violation and Unresolved Items in NRC inspection reports. At the Grand Gulf facility, the licensee is reviewing plant design bases and engineering calculations and documenting the results to assure that regulatory and design requirements have been correctly imple-mented. When nonconformances are identified, corrective actions are taken in a timely manner.

In you letter, you requested assistance in responding to Mr. Bob Sieh's concern about documentation, weak-managerial authority, and poor follow-through fo several nuclear plants in the southeast. The enclosure provides an overview f documentation, management and follow through in the resolution of safety ma ers on nuclear plants including

recent initiatives by the NRC and by the lic sees for Grand Gulf,. Browns Ferry,-Turkey Point and Watts Bar.
