kd Federal Register Notice NUCLEAR REGUIATORY COMISSION ADVISORY COMMITI'EE ON REACIOR SAFEGUARDS SUBCOMMITTEE ON SAFEGUARDS AND SECURITY Notice of Meeting The ACRS Subcommittee on Safeguards and Security will hold a meet-ing'on September 26,- 1978 in' Room 1046;~1717 H Street, N.W., Washington, DC 20555, to review the NRC Research Program on Safeguards and Security.
Notice of this meeting was published at 43 FR 30631 and 3&l52, July 17 and August 15, 1978, respectively.
In accordance with the procedures outlined in the Federal Register on October 31,1977 (42 FR 56972), oral or written statements may be presented by members of the public, recordings will be permitted only during those portions of the meeting when a transcript is being kept, and questions may be asked only by members of the Subcommittee, its consultants, and Staff.
Persons desiring to make oral statements should notify the Designated Federal Employee as far in advance as practicable so that appropriate arrangements can be made to allow the necessary time during the meeting for such statements.
The aganda for subject meeting shall be as follows:
Tuesday, September 26, 1978 8:30 a.m. until the conclusion of business.
The Subcommittee may meet in Executive Session, with any of its consultants who may be present, to explore and exchange their prelimi-nary opinions regarding matters which should be considered during the meeting and to discuss the Subcommittee's preparation of a report to the full Committee on reactor safeguards and security.

l At the conclusion of the Executive Session, the Subcommittee "will hear presentations by and hold discussions with represent a-tives of the NRC Staff, the Department of Energy, and their

" conisultants, pertinent' to the above topics.
'Ihe. Subcommittee may then caucus to determine whether the matters identified in the initial session have been adequately covered and whether the project is ready for review by the full Committee.
It may be necessary for the Subcommittee to hold one or more closed sessions for the purpose of exploring Iratters involving proprietary infor-matior or matters specifically exempted from disclosure in the interest of national security.
I have detcrmined, in accordance with Subsection 10(d) of Public Law 92-463, that, should such sessions be required, it is necessary to close these sessions to protect proprietary information (5 U.S.C. 552b(c) (4)) or in the interest of national security (5 U.S.C.
552b(c) (1)).
Further information regarding topics to be discussed, whether the meeting has been cancelled or rescheduled, the Chairman's ruling on requests for the opportunity to present oral statements and the time allotted therefore can be obtained by a prepaid telephone call to the Designated Federal Employee for this meeting, Mr. John C.
