Dear Mr. MacFariand:
On July 14,1998, NRC forwarded a revised Restart Action Plan to Illinois Power (IP), which I
was developed in accordance with NRC Inspection Manual Chapter (MC) 0350, " Staff Guidelines for Restart Approval." The Action Plan included a summary of the major activities that have taken place since July 1997, a listing of the membership of our Site Performance l
Improvement and Restart Oversight Panel, and a Case Specific Checklist specifying the items l
that the NRC considers as necessary to be addressed prior to plant restart. Since that time, I i
have determined that, due to regional workload considerations, a change to our panel membership was necessary to ensure the activities leading to the restart of Clinton Power l
Station (CPS) receive the appropriate senior regional management attention. Therefore, I have named Marc L Dapas, Deputy Director, Division of Reactor Projects, as the new Site Improvement and Restart Oversight Panel Chairman.
On May 28,1998, the results of the latest P: ant Performance Review of CPS were forwarded to you. Included in that letter was a listing of the NRC inspection plans leading to plant restant.
As requested by you in a September 9,1998, letter to NRC, the NRC Inspection Procedure
- 40500 inspection has been delayed until November 2,1998. In addition, we have included in our inspection plans a review of the System Design Functional Validation effort and followup

the format for the Case Specific Checklist matrix enclosed with our July 14,1998, NRC Restart -
