Dear Governor Kunin:

Thank you for your letter of February 25,1988. I appreciate your concern, as Governor of the State, that the citizens of Vermont be protected by safe practices at the Vermont Yankee Nuclear Power Station.

The NRC staff is reviewing the proposals from Vermont Yankee, and in this regard has already scheduled a public meeting for Tuesday, March 15, at 9:30 A.M. in Room 10 B-11 of the Comission's offices at One White Flint North, Rockville, Maryland, to exchange technical information regarding the proposed change in trip system logic testing with the licensee, Vermont Yankee Nuclear Power Corporation. Your representative, Phil Paull, has indicated that he plans to attend that meeting.

At 2:00 P.M. on March 15, the NRC staff will meet with Mr. Paull and any other persons that you might name to represent you in this . matter. As discussed between my staff and Mr. Paull, the licensee plans to have a representative attend this meeting. The staff looks forward to meeting with your representatives and welcomes the opportunity to share with them our approaches to assuring that the proposals will be reviewed in such a way as to assure the public safety.

. Room 2D-1 washington, D.C. 20$55 near Dr. Murley I am writing you to requent a meeting between appropriate Nuclear Regulatory Commission and Vermont officials on two propossia by the Vermont' Yankee Nuclear Power corporation to reduce the amount of testing of safety equipment. w'> n.:

I am concerned that a decrease in the testing' mat- - - " -

adverselyaffectthereliabilityofthesafetysystems. This I

would reduce the assurance that the public is be nq adequacely protected against accidents at Vermont Yankee.

The potential adverse effect on the reliability takes an added Amr.ortance in view of Vermont Yankee's intention to increase its operating cycle from one year to 18 months, and the aging of the plant.

More testing is not neccesarily the most appropriate way to provide incrassed reactor safety; however, any decrease in testing should be a without a t;horough,pproached comprehensive cautiously and not analysis. Thisauthorised is necessary in order for me to be able to assure that the citizens of the state of Versnoat are being adequately protected.
