MINUTES OF THE JUNE 22, 1988 MEETING WITH THE TENNESSEE VALLEY AUTHORITY ON THE TVA COMMITMENTS FOR SEQUOYAH UNIT 2 On Wednesday, June 22, 1988, a meeting was h id at the Office of Special Projects (OSP),IIRC, headquarters in Rockville, Maryland with the Tennessee Valley Authority (TVA). The meeting was held to discuss TVA's comitments to NRC on Sequoyah Unit 2. Attachment 1 is the list of individuals attending the meeting. Attachment 2 is a handout from TVA which contains the material presented by TVA in this meeting. The following is a sumary of the significant items discussed and the actions, if any, taken or proposed.

The acenda for the meeting is the first page of Attachment 2. TVA stated that it will meet all the comitments it has made to NRC on Sequoyah. It reviewed the status of cortpleting the comitments which have been made to NRC since January 1986. Of the 531 comitments with dates for completion, TVA stated that all but 10 comitments have been completed.

TVA discussed its program to learn from its experiences en the restart of Sequoyah Unit 2. It stated that it is preparing to present the lessons learned in several areas on Sequoyah Unit 2 to OSP in September 1988 These areas are listed on page 5 of Attachment 2. TVA explained that these lessons learned may result in requests to amend the scope of the comitments in these areas. These requests, if any, would not affect the comitments made on Sequoyah Unit 2 for the Cycle 3 outage. The September meeting will be publicly noticed when it is scheduled.

TVA stated that its experiences and lessons learned from Unit 2 restart should '

result in it being better able to meet the objectives of the comitments it has made to NRC and to focus on the most important safety and reliability items for Sequoyah.

TVA discussed its new systematic process for managing comitments made to NRC. This includes the comitments being made on the resolution of issues for the restart of Sequoyah Unit 1. TVA stated that better decision making should result and improvements should be made in meeting comitment schedules.

This new process should be fully implemented in October 1988.

N The staff requested that YvA review its comitments on an augmented and accelerated inse971ce inspection program for welding. This is discussed in Sectio.n 3.5.3 of the staff's Safety Evaluation Report, NUREG-1232, Volume II, dated May 18, 1968. TVA stated that it has committed to submit a letter explaining its program and schedule for an augmented and accelerated inservice inspection program on welding for Sequoyah by November 1 '1988.
