By letter dated July 11,1994 (Reference 1), the NRC requested that BWR licensees review their current procedures and training programs and modify them as appropriate to strengthen the administrative provisions intended to avoid power oscillations or to detect and suppress them if j

they occur prior to implementation of the long-term solution. By letter dated September 9,1994-

(Reference 2), the Nebraska Public Power District (District) provided its response to the two

Requested Actions contained in Reference 1. Reference 2 described how the District meets the l

requirements of Requested Action 1, and submitted to the NRC a plan for addressing the long-term stability corrective actions, which related to Requested Action 2.

-NLS980143 September 14,1998 Page 2 of 3 By letter dated February 10,1997 (Reference 3), the District proposed a change to the Cooper Nuclear Station (CNS) Technical Specifications to implement the BWR thermal hydraulic stability solution. This change was subsequently approved by the NRC as License Amendment No.177 (Reference 4); and was implemented by CNS on August 15,1998. In accordance with the reporting requirements of Generic Letter 94-02 (Reference 1), this letter is to notify the NRC that all the Requested Actions contained in Reference 1 have been implemented at CNS.
