Dear Mr. Varga:

REACTOR VESSEL MATERIAL SURVEILLANCE SALEM GENERATING STATION NO. 1 UNIT DOCKET NO. 50-272 Pursuant to the requirements of Appendix 11 to 10 CFR 50, PSE&G hereby submits WCAP - 10694, " Analysis of Capsule Y from the Salem Unit 1 Reactor Vessel Radiation Surveillance Program."

This report includes data-required by ASTM-E-185-1973.

The test results show that the increases in the transition temperatures of the weld metal and base metal were within the "best estimate" values predicted by the methods of Regulatory Guide 1.99 Revision 1.

.ilowever, since the surveillance weld metal is not identical to the intermediate-to-lower shell seam, WCAP-10694 bases the new heatup and cooldown limit curves on the more conservative

" upper limit" values predicted by Regulatory Guide 1.99.
