VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 NORTH ANNA POWER STATION UNITS 1 AND 2 PLANS FOR NEW RADWASTE FACILITIES AND A RE00EST FOR A MEETING Virginia Electric and Power Company, like others in our industry, is highly aware of and closely following the issue of low-level radwaste generation at nuclear power facilities.

For our part, we have made significant progress over the past several years to control the generation of solid and liquid waste.

We intend to continue our efforts in "source minimization" by further reducing the amount of low-level radwaste through more efficient waste processing and volume reduction.

Toward this end, Virginia Electric and Power Company initiated a program to study low-level radwaste processing technology and develop plans for new radwaste processing facilities at both the Surry and North Anna Power Stations.

These facilities are reflected in our 5-Year Plan.

Engineering for the two new radwaste facilities was initiated in early 1986.

Basic engineering is now complete, and detailed engineering is in progress.

Current plans are to begin construction in late 1988, with start-up of the i

facilities planned for the end of 1990.

Given this schedule, a meeting in which we will provide the appropriate NRC representatives with an overview of the new radwaste facilities and discuss the associated licensing issues would be mutually beneficial.

Accordingly, we request that arrangements for such a meeting be made through the NRC Project Managers.

A proposed meeting agenda is attached for your review and comment.

The new radwaste facilities would provide Virginia Electric and Power Company with the capability to:

1) efficiently process liquid and laundry waste resulting in a reduction of the activity of effluents, 2) reduce the volume of sludge, resins, and evaporator concentrates, 3) compact dry active waste after sorting out clean material and material which can be decontaminated, and 4) 8805050201 880429

-provide additional on-site contingency storage capacity for up to one year for processed waste.

These facilities would be stand-alone structures located adjacent to the Surry and North Anna Power Stations.

We look forward to presenting more detailed information at the proposed meeting.

We believe our efforts in this area represent a positive action in dealing with radwaste at Virginia Electric and Power Company.
