VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS NO. 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGE Pursuant to 10CFR50.90, the Virginia Electric and Power Company ree2ests an amendment, in the form of changes to the Technical Specificatious, to Operating License Nos. NPF-4 and NPF-7 for North Anna Power Station Unit Nos. I and 2.
The proposed changes ' are to Section 3/4.6.3, Table 3.6-1, Containment Isolation Valves, of the North Anna Unit 1 and 2 Technical Specifications (Attachment 1 and 2). These changes reflect the planned installation of new containment isolation valves in the letdown line on each unit. The new valve will function as the inside containment isolation valve and is designed to meet the operating criteria of the three (3) existing parallel isolation valves, an in-line relief valve, and a remote manual valve. The existing valves will not be physically removed and will no longer serve as containment isolation. We plan to install the new valves during the next refueling outage for each unit. Therefore, we request the approval of the proposed change prior to the completion of the outage in which the new valves will be installed.
This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff. It has been determined that this change does not pose an unreviewed safety question as defined in 10CFR50.59 and does not pose a significant hazards consideration as defined in 10CFR50.92.
We have evaluated this request in accordance with the criteria in 10 CFR 170.12. A check in the amount of $150 is enclosed as an application fee.
