Dear Mr. Stello:

The Federal Emergency Management Agency (FEMA) has comple+ed an analysis of the prompt alert and notificat in system for the Zion Nuclear Power Station located near Waukegan, Illinois.

This review has been completed pursuant to Title 44 CFR, Part 350; selected evaluative criteria and-Appendix 3 in NUREG-0654/ FEMA-REP-1, Revision 1; and FEMA-43, the "Standard Guide for the Evalu-

-ation of Alert and Notification Systems for Nuclear Power Plants."

The en-

~j closed report entitled, "Zion Nuciear Power Station Site-Specific Offsite Radiological Emergency Preparedness Alert and Notification System Quality Assurance Verification," summarizes the engineering design review; incorpo-rates the results of the telephone surveys of the public conducted immediately following full activation of the alert and notification system on May 6,1986, and June 2,1987; and confirms the adequacy of the applicable evaluative criteria from NUREG-0654/ FEMA-REP-1, Revision 1, and FEMA-43.

Based on the engineering design review and the results of the June 2,1987, public telephone survey, FEMA has determined that the alert and notification system installed around the Zion Nuclear Power Station satisfies the require-ments of NUREG-0654/ FEMA-REP-1, Revision 1, and FEMA-43.

Therefore, there is now reasonable assurance that the system is adequate to promptly alert and notify the public in the event of a radiological emergency at the site.

The caveats on the alert and notification system contained in the Title 44 CFR, Part 350, approvals dated Ma.ch 2,1984 for Illinois, and August 2,1984 for Wisconsin, are now removed.
