' On August 5, 1988, membere of the NRC staff met with Philadelphia Electric Company (PECo) to discuss the status of the Peach Bottom restart review. As part of that discuasion, we presented an overview of the PECo i self-assessment Rest. art Review Panel (RRP). Following up on that discussion,  ;

and provided below is a description of our restart Self-Assessment Program. '

The restart issues have been complied into the functional areas listed in Atttchme'2t 2. It is planned that the RRP will set forth its findings in the form of a report on September 23, 1908. In the first meeting, held on August 11 and 12, 1988, each functional area presenter described to the RRP their plan to address readiness for restart and items to be covered within the functional area assessment. In turn, the RRP gave direction as to additional considerations and areas of interest, which they believed should be addressed.

In the second meeting, presenters for each functional area will-describe the status of PBAPS with respect to readiness for restart. The RRP will question the presenters to establish that the organization and people, physical plant, planning, safety, and other relevant issues are described and understood, that appropriate corrective actions have taken place, and that positive results achieved are sufficient and can be reasonably expu ted to continue.

The third meeting will allow the presenters to comp 1. ate any previously uncovered material, to describe tasks undertaken to resolve additional issues identified during the RRP process and task completion status.

Management readiness for restart and operation is also of importance.

This area will be assessed by the Nuclear Committee of the Board (NCOB) based on presentations by Senior Management, Nuclear Quality Assurance (NQA) and the Nuclear Review Board (NRB). The NCOB will report its overall assessment to the Board of Directora.
