Dear Mr. Montgomery:

This letter is in response to a Notice of Violation contained in Inspection Report 50 073/88-01 (Ref. 1). The violation concerned the failure to report uranium and Uranium 235 fission and transmutation data for the GE Nuclear Test Reactor (NTR). The cause of the problem was c, misunderstanding between NTR operations and the person responsible for submitting the data to the NRC.

An erroneous interpretation that burnup was negligible and less than a reportable quantity was made as a result of miscommunication.

As a corrective measure, revised DOE /NRC Forms 741, 742 and 742C for the period ending September 30, 1987, which include the accumulated losses due to fission and transmutation, were submitted to Licensee Data Control and to Region V on March 14, 1988. In addition, the computerized SS materials information system for the site has been modified so that burnup at the nth is monitored and reported.
