Dear Mr. Thorne:

The last Department of State detailed country analysis for Japan was provided to the NRC, for use in connection with export license reviews, in May 1979.

Since that time the U.S. and Japan have negotiated a new Agreement for Cooperation.

In addition, Japan has made significant strides in advancing their overall nuclear program, including the development of an ambitious uranium enrichment program.

In light of these significant material changes in circumstances, we request that you provide the NRC with an updated country analysis for Japan.

In particular, in order to facilitate the Comission's review of routine power reactor fuel exports to Japan, your new analysis should address how such exports will meet the export licensing criteria of the Atomic Energy Act through the entire life of the material in Japan, including the possible 1

reprocessing of this material as spent fuel since case-by. case approvals for reprocessing will no longer be required.
