STAFF REQUIREMENTS - BRIEF HG ON STATUS, RESULTS, AND IMPLEMENTATIGl()OF B&W REASSESS-MENT, 10:00 A.M., THURSDAY, AUGUST 11, 1988, COMMISSIONERS' CONFERENCE ROOM, ONE WHITE FLINT NORTH, ROCKVILLE, MARYLAND (OPEN TO PUBLIC ATTENDANCE)
The Commission was briefed by executives from the Babcock &
Wilcox Owners' Group (BWOG) and the staff on the status and results of the safety and performance improvement program for reactors manufactured by the Babcock & Wilcox Company.
Presentations by the BWOG were made by:
- Richard Wilson Vice President, Technical Functions GPU Member of BWOG Executive Committee
- Bert Simpson Director, Nuclear Site Support Florida Power Corporation Member of BWOG Executive Committee Chairman Zech, in reference to the BWOG effort to reduce the frequency of unplanned reactor trips, stressed to the BWOG the importance of not discouraging the reactor operators from initiating a SCRAM when they believe the plant is operating in an unsafe condition.
The BWOG should, therefore, assure that the reactor operators recognize that while their action may add to the total SCRAM data, it is their responsibility to assure safe operation of their plant and are not discouraged from manually initiating a reactor SCRAM when observing a potentially abnormal operating condition.

-2 Chairman Zech also requested the BWOG to reconsider certain recommendations made by the staff and emphasized by the-ACRS relating to NRC Bulletin IEB 79-27, "Loss of Non-Class lE Instrumentation and Control Power System Bus During Operation."
Chairman Zech requested the staff to ensure that the BWOG adequately addresses the staff and ACRS recommendations relating to IEB 79-27.
Commissioner Rogers requested the staff, when reviewing the implementation program of the BWOG recommendations, to verify timely implementation of those recommendations made by plant operators.
Commissioner Rogers also emphasized the importance for the staff to develop inhouse expertise necessary to review the BWOG advanced instrumentation and control system.
