APR 1 S 1988 MEMORANDUM TO FILE

On April 8,1988, Byron Lee and Joe Calvin of NUMARC met with Victor Stello, E00; James Taylor, DED0; Hudson Ragan, 0GC; and Thonas Martin, OEDO, in Mr. Stello's office. The following is a suninary of the discussion:
1.
Mr. Stello discussed a recent report issued by the Internationa1 Atomic

Energy Agency, entitled "Basic Safety Principles for Nuclear Power Plants." Mr. Stello stated that it was his intention to send a copy of this report to nuclear industry executives and that the NRC may contact NUMARC to get a current mailing list for this purpose.

Mr. Stello mentioned a recent report on human factors issued by the National Academy of Sciences. He stated the review of this report would be coordinated by the Office of Research, 3.
Mr. Stello stated that he recently attended a briefing giv < by EPRI on the topic of advanced reactors. He indicated that the briefing was informative but lacked the "big picture" with regard to future intentions.
NUMARC stated that they would discuss this matter with EPRI.

Mr. Lee brought up the subject of NUMARC/NRC :nterface and stated that NUMARC had developed an internal directive governing how their representa-tives should interact with the NRC.
NUMARC stated their intention to follow guidelines that would be consistent with the NRC's process for interaction with outside organizations. This would include making infonnation shared with the NRC available to the public and ensuring that coordinationmeetingswerenotheldforthepurposeofobtainingNUMARC's advice on regulatory issues or policies within the scope of NRC s responsibilities.

NUMARC stated that the industry has undertaken a vigorous inspection program aimed at secondary plant erosion / corrosion concerns.

NUMARC indicated that they would welcome the opportunity to provide the Commission a briefing on current industry initiative with regard to main.
tenance. No decisions were nade in this regard.
