SUBJECT:
SUPPORT TO FEMA FOR SHOREHAM AND EXERCISES The NRC has requested the Federal Emergency Management Agtncy (FEMA) to conduct emergency planning exercises at both the Snoreham and; power plants.
In each case, the utility has developed an emergency response plan to com-pensate for the non participation of some or all state and local authorities.
These unique exercises will seriously tax FEMA's resources for conducting the necessary evaluation.
FEMA has requested that NRC provide assistance for this exercise in a similar manner to that which the NRC provided for the 1986 Shoreham exercise, i.e., primarily of fsite control. We estimate that NRC will need about 15 experienced individuals to support FEMA.
In order to do this job in a professional and expert manner, we are requesting that each of the regional offices, except Region I, provide a portion of the i
necessary staff.
If possible, we would like each regional office to provide two or more individuals.
Gu!dence as to the experience and background of the people we would need for these exercises is contained in the enclosure to this memorandum, it should be noted that most of the people will be used as Control Cell Centrollers who will be simulating state and local government positions.

Pending FEMA's concurrence, the Shoreham exercise is exoected to be conducted i
June 7-9, 1988 and will be June 28-29, 1988.
Each individual selected should plan on participating at both of these exercises since we are trying to maintain some consistency between these two exercises and take advantagt of the experience that these individuals will gain in the Shoreham exercise.
Wa erpect that each exercise will require about 1-2 days of preparation at the regional office and 4-5 days at the site, including a day of training.
We would appreciate being informed of your nominations by May 9,1988.

Subnantial experience in evaluating, controlling and/or participating in nuclear power plant exercises, i.e., at least 5 exercises, some of which should have included involvement in offsite aspects of these exercises.

Without limiting this request, but merely to assist the NRC in identifying records which are responsive to this request, we direct the NRC's sttention to a document entitled "Milestones for Shoreham Exercise Evaluation and Plan Review," copy enclosed.
It is our understanding that this document may depict some of the activities that have been underway concerning such an exercise or any plan review.
