NRR INPUT FOR AIT REPORT FOR LASALLE UNIT 2 Enclosed for your use in preparing the AIT Report on the LaSalle Instability event is a status report on my review to date. As discussed with you, the report has been provided separately to Thomas Murley in response to his request for a briefing paper on the incident.
I believe the approach for closure of the issue as discussed in the Status Report is consistent with our earlier discussions, and trust that it meets your approval.
6 P. Shemanski and I have been working with the licensee on development of technical specifications and believe we now have an acceptable draft.
I have reviewed the procedures which you provided and have one minor concern which you may wish to discuss with the licensee.
Based on LOA-RR-09 Rev 0, March 22,1980, it appears that the action option for an increase in recirculation pump flow to stop neutron fluy esci11ations with one or two loops operating is no longer available. While the rod insertion procedure requiring tennination of oscillations within 2 minutes (or SCRAM) is much improved and acceptable, it seems that an increase in pump flow' may be even more effective under some circumstances.
This completes my AIT review of information currently available.
