Enclosed is Revision 5
to Issue 4 of the Beaver Valley Power Station Physical Security Plant (PSP).
Revision 5 changes include:
1.
Beaver Valley adoption of the NUMARC guidelines as the standard in Security Screening of non-Duquesne Light employee personnel granted Unescorted Access to the Protected Area.
2.
A correction to some of the Point Address numbers for the Perimeter Alarm System of the Protected Area.
3.
Deletion of the commitment for Closed Circuit Television (CCTV) camera number 227.
There are no Vital or Protected Area Barriers within the view of this camera at present.
Future plans are to relocate this camera to a more useful location.
Also included within the Revision 5 package are upgraded drawings to the figures mailed out in Revision 4 (Figures 5-6 and 5-8) from i
April of 1988.
The legibility of the drawings available at the time of issuance was substandard.
With regard to item 1, we expect to implement the NUMARC access criteria for Duquesne Light employees granted unescorted access to the Protected Area upon issuance of the NRC Policy Statement.
There changes have been reviewed and judged not to constitute a degradation to the previous commitments in the PSP.
These
- changes, since they do not decrease the safeguards effectiveness of the Physical Security Plan, are being submitted in accordance with 10 CFR 50.54(p).
