The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

ALLEGATION OF P0OR CONSTRUCTION PRACTICES t

A copy of an anohymous letter addressed to the utility president was given to an RIII inspector at the Bailly site on September 8,1977.

The letter alleges poor construction practices by a contractor who is involved in structural pile driving operations at the site and relates to welding, industrial safety, and material quality.

In addition, it discusses minority hiring practices and labor relations. The RIII inspection program has previously identified problems with the con-tractor's quality assurance program and corrective action is in progress.

The RIII inspector onsite is reviewing the licensee's actions on this matter. No safety related work has been done by this contractor to date.

The letter also states that this information is being communicated to the NRC, " Joint Committee of Atomic Energy," the Commission on Civil

Rights, the Justice Department and Congressmen..

No press release has been made by the licensee or the NRC and none are planned. Local press interest may be anticipated due to continued local opposition to the plant.

RIII received a copy of this letter from the licensee's site manager at 12:20 p.m., September 8,1977. This information is correct as of 8:00 a.m., September 9, ' 777.
