This preliminary notification constitutes EARLY notice of an event of

Subject:

STRIKE Craft union operating engineers esta.blished picket lines this morning at both entrances to the Three Mile Island Site'.

The craft personnel involved are equipment operators. They are objecting to the fact that Catalytic, Inc. (a construction ' contractor) does not employ construction g

equipment operators.

Unit No.1 operating personnel are honoring the picket line.

Operating personnel from the midnight to 8:00 a.m. shift have stayed at the site I,,

and are operating the Unit, which is at 100 percent of rated power.

addition, the licensee has sufficient non-union licensed and non-licensed -

  • personnel to operate the facility and provide support coverage such as maintenance, health physics, and emergency planning.

The Security Force is not affected by this strike.

j Two Region I inspectors are at the site. They will perform inspections i

to assure that the licensee's strike plan is adequate and is being

-i properly implemented.

Media interest is expected because of close attention given to conditions at nuclear facilities. The Commonwealth of Pennsylvania has been informed.

A press release is being planned by the licensee.
