(b) Inconsistenc'ies between NHRERP and SPMC concerning Iprotective action recommendations; (c) Conflicting protective action recommendations between Nov Hampshire and the Commonwealth of Massachusetts.

CONTENTION NO. 5:

This contention focuses on the failure of the SFMC to provide reasonablo assurance of doso savings to the public during an c=orgency. Information upon which protective action recommendations will be based will likely bo inaccurate or delayed, and may result in incorrect protective action recommendations.

CONTENTION NO. 6: b This contention focuses upon the failure of the SPMC to provide j dose savings or a range of protective actions. Neither sheltering nor i

evacuation provide reasonable assurance of adequate protection to the public. '
