Dear Ms. Hendricks:
This is in response to your letter of April 17,1998, in which NEl provided additional comments on the proposed rule for " Financial Protection Requirements for Permanently Shutdown Nuclear Power Reactors"(62 FR 58690, October 30,1997). In that letter, NEl proposed that the required level of onsite insurance coverage be reduced from the $50 million proposed by the Commission to $25 million. Apparently, the basis for the NEl's proposal was that apportioning the contaminated soil to various disposal facilities would reduce costs. NEl further proposed that onsite insurance coverage be eliminated if less than 1000 gallons of contaminated liquid were onsite.
As I discussed with you during our September 11,1998, telephone conversation, the staff would appreciate additionalinformation from NEl on its estimates. Specifically, the staff requests NEl's supporting cost data and analyses, including estimates of the amount of contaminated soil and the degrees of contamination.
i Concurrently with the request, we are publishing in the Federal Register a request for further information or comment on this matter.
