It was stated in the referenced response that signs would be posted near packaging areas to refresh '

the packager's memory as to the requirements of each package. Because of the frequently changing requirements of the subject area, packagers use only management-approved plant procedures to conduet $. heir work rather than depend upon posted signs. We trust you will concur that use of procedures allows adequate conformance to packaging regulations without the continued posting of signs.

.r ENCLOSURE RESPONSE TO IE BULLETIN 79-19 PACKAGING OF LOW-LEVEL RADIOACTIVE WASTE FOR. TRANSPORT AND BURIAL BROWNS FERRY NUCLEAR PLANT (DOCKET NOS. 50-259, -260, -296) 1.

The TVA Office of Power, responsible for operation of Browns Ferry, maintains up-to-date copies of the DOT and NRC regulations concerning the transfer, packaging, and transport of low-level radioactive waste.

TVA maintains a complete and up-to-date, file of the requirements (license) placed on the vaste burial firm of Chem-Nuclear System, Incorporated, by the Agreement State of South' Carolina. The Reactor Engineering Section (Radwaste Management Group) in Chattanooga is in the process of obtaining a contingency contract with the burial facility in Beatty, Nevada, and will maintain a current set of requirements from them in addition to those from Chem-Nuclear.

The transfer, packaging, and shipment of radioactive material at Browns Ferry is adm.inistratively controlled by detailed instructions which are reviewed by the Plant Operations Review Committie.

These instructions delineate specific responsibilities for all radioactive C

material transfer, packaging, and shipment activities. Special attention is given to centrols on the chemical and physical form of low-level radioactive material and on the containment 1.tegrity of packages.

TVA is now preparing plans for training and periodic retraining in the DOT and NRC regulatory requirements, the vaste burial license require =ents, and in our instructions and operating procedures for all employees involved in the transfer, packaging, and transport of radioactive material.

The various plant sections will identify who needs the training and ensure that only trained employees are used after the program is implemented.

Imp 2amentation of this program is planned by January 1, 1980.

To comply with the requirement of this item, all unit operators scheduled to process lew-level radioactive waste will be trained es to what process vi.. be necessary in order to =ake each container acceptable both chemically and physically for shipment to waste burial facilities. Also, they will be trained and retrained in fundamentals that will be necessary to meet the requirements found in 49 CFR Parts 170-179 and 10 CFR Part 150.

This training will be administered during the annual supple =entary training.

In addition, there will be signs posted near packaging areas to refresh the packager's memory as to requirements of each package.

Quality assurance surveys for auditing the radwaste program have been prepared. This will ensure that the intent of this bulletin is met.

Anv deficiencies in the program will be corrected.

9.1 and 9.2--The information requested.is included in our semiannual report on effluent and waste disposal submitted to NRC in accordance with our technical specifications.

9.3--Small volumes (2,000 gallons per year) of low-level radioactive liquid are generated at Browns Ferry..The liquids are mixed with an excess of absorbent material and packaged in 55-gallon drums for shipment.
