COMPLIANCE PLAN ISSUE 44, OPERATIONAL / SAFETY SYSTEM TRIP REDUNDANCY (TAC NO.. L32091)

Dear Mr. Toelle:

Your August 11,1998, letter, informed the NRC of your intent not to remove the operational trip i for the Freezer / Sublimer High-High Weight Trip and not to modify Compliance Plan Issue 44 as  :

described in your December 31,1998, letter. Instead, USEC proposes to report actuations of (

the operational trips as if they were safety system actuations. '

. Compliance Plan issue 44, required USEC to review system designs where operational trips and alarms coincide with the setpoints for safety system actuation based on the same monitored parameter and the same equipment actuated. The Compliance Plan further required  !

USEC to determine if a system modification was required and revise the Comp!iance Plan issue to establish a new completion date. By letter dated December 31,1998, USEC reported on the results of that review and identified the Freezer / Sublimer High-High Weight Trip as a system to I be modified to remove the redundant operational trip. USEC committed to revising the Compliance Plan after receiving DOE approval for the change. USEC has further evaluated this issue and does not now plan to complete the system modification or to revise the Compliance Plan. USEC reports that there have been no actuations of the operational trip l since the system was installed over four years ago. Instead of making the modification, USEC proposes to treat the operational trip as if it were the safety system actuation. This approach should not result in any significant increase in event reports. We have no objection to USEC's  !
