STAFF REQUIREMENTS - BRIEFING ON STATUS OF AGREEMENTS WITH OSHA, EPh A3D FEMA CONCERNING JURISDICTION OVER NON-RADIOLOGICAL HAZARDS, 10:00 A.M.,
TUESDAY, AUGUST 9, 1988, COMMIS-SIONERS' CONFERENCE ROOM, ONE WHITE FLINT NORTH, ROCKVILLE, MARYLAND (OPEN TO PUBLIC ATTENDANCE)
The commission was briefed by the staff on the status of NRC interfaces with the Occupational Health and Safety Administration (OSHA), the Environmental Protection Agency (EPA), and the Federal Emergency Management Agency (FEMA) on concerns of non radiological hazards at NRC licensed facilities.
The Commission requested development of clear staff guidance outlining the decision making process of whether to inform OSHA or the licensee of concerns related to non-NRC regulated hazards.
The guidance should clearly state that the staff should not undertake the role of an OSHA inspector.
In addition, the staff was cautioned not to impose additional burdens on the residents / inspectors.

Importance that procedures fee notifying OSHA and the licensees be clearly understood by the NRC residents and regional / headquarters inspectors.
Importance of training NRC personnel not to make OSHA decisions.
