Dear Mr. Flowers:

On August 3, you requested an amendment to license XSNM01227 which would authorize the export of Australian-origin uranium to Switzerland. At present, the license specifically prohibits the export of Australian and Canadian-origin material to Switzerland.

Your request was forwarded to the Executive Branch for views and comments. On August 16, the Department of Energy, the designated contact under the U.S.-Australia Agreement for Cooperation, called to advise us that your request cannot be acted upon at this time since the Australia-Switzerland Agreement for Cooperation has not been ratified.

We will hold your request as an open action pending resolution of the tratter.
