Dear Mr. Grimsley:

This is a written request for the search and duplication of certain records in the possession, custody or control of the Nuclear Regulatory Commission. The request is submitted pursuant to the Freedom of Information Act, 5 U.S.C. S 551 et seq., and regulations governing the Nuclear Regulatory Commission, entitled "Freedom of Information," 10 C.F.R. Part 9.3. We ask that the FOIA Division dispatch its response to this request within ten (10) working days of receipt of this letter, in accordance with 5 U.S.C. $ 552(a)(6) and 10 C.F.R. S 9.8. In the event that you determine not to release any portion of the documents covered by this request, we ask that you identify the specific statutory 1 and/or regulatory exemption (s) upon which you base your decision not to release such documents, and that you proceed to release all other requested documents that are not so exempted, within ten (10) working days of receipt of this letter.

The records to be assembled, duplicated and mailed pertain to the South Texas Nuclear Power Plant for Houston Lighting and power, (HL&P) in Houston, Texas. During the engineering phase, 8800250139 000315 PDR FOIA CULLEDCD8-173 PDR

We believe that HL&P had to submit the McClelland studies to the Nuclear Regulatory Commission. We are willing to pay the processing coste associated with this FOIA request and hereby authorize the "FOIA Division" to duplicate the requested records

. and bill our offices in accordance with the fee schedule and rates in 52 Fed. Reg. 49350. If you would notify us at (713) 941-1232 when the records have been located and copied, we will arrange for someone to pick them up in Washington or wherever else they are located. We ask, however, that if the direct search and reproduction fees will exceed the sum of $300.00, that the processing of this request be delayed until we are advised of the anticipated charges and have agreed to pay them.

Description of Requested Records

1. All documents memorializing and otherwise reflecting soil studies submitted by HL&P to the Nuclear Regulatory Commis-sion, for the South Texas Nuclear Power Plant, particularly those prepared by McClelland Engineering.

2. All documents specifically related to or entitled:

a. Report for Modification of PADD and RLRS stream-bed dated 25 February 1981 by HL&P on McClelland Engrs,

b. Final specifications and drawings for modifica-tion of PADD and RLRS Streambed by HL&P or McClelland Enges,

c. Final Report for Evaluation of Underseepage Control System for Main Cooling Reservoir - Volume I and II dated May 9,1986 by RL&P or McClelland Engrs.
